| I think there should be a temporary whitelist lasting maybe about five hours after the server restart.
That way JoJo and some selected people can work on the city. JoJoville is proof that if the city is built before people move in, it will turn out SO much better. Maybe have a guest spawn, and a VIP+ spawn like we had earlier. People I believe should be on whitelist:
All admins, mods and gms.
Killer and punch.
Any other people? Post below.
Also, I think twittjo and the transferred buildings should go in default spawn, unless they fit with the theme of trusted spawn. | |

A four hour whitelist would make it much easier, as I was thinking the only people on the whitelist would be city planners.
